Like the title states, building leaders is the #1 people challenge facing HR management across the globe. This holds true within the public and private sectors, though private sector companies find greater management confidence among their HR departments.
Surveyed HR managers also reported that employee engagement and morale were significant challenge-points. Helping future leaders to develop is the core of succession.
As the years go on, leadership that has grown to embody the abilities and productivity of a company will retire or move on. The business of turning their underlings into their replacements is a problem with no clear answer.
One of the best ways is to offer real experience: allowing a junior employee to act in a manegerial role. But in the end, leaders seem to emerge on their own, with the help of (and sometimes regardless of) HR's efforts.
