The authors of this article advise that "common sense" solutions to HR issues are often incorrect, so studying the science is important.
They also recommend Accountability, through measuring performance of management and employees alike, providing attention to weakness, cultivation of strengths, and consequences for actions both good and bad.
Finally, transparency to workers regarding their career trajectory and daily performance is also important.
